Note: Here we present the conditions and procedures for marrying an American girl for Egyptians as a model, but the procedures are similar in almost all Arab countries.
Step 1 - Visit the US Embassy
A marriage certificate attested by the US Embassy will be signed.

This affidavit includes your data such as personal data and religion and allows inter-religious marriages by Egyptian law except in the case of a Muslim woman and a non-Muslim man. The certificate also states that it is free to marry and that the embassy declares its consent to this marriage between them.
You must bring the following:
Valid US passport
Divorce certificate if married before. An original or certified copy of the divorce or death certificate must be provided.
It is not necessary to document the divorce certificate or translate it into Arabic for the purpose of marriage. Authentication and translation may be required by the Egyptian Embassy or Consulate in the United States later for other purposes. Please note that if you are a US citizen previously married, you may marry in Egypt alone for at least 90 days after divorce or 130 days after the death of your ex-husband. If you are pregnant, you can not remarry until after the baby is born.

- The fee is $ 50 or 300 Egyptian pounds (cash or credit).
Step 2 - Visit the Egyptian Foreign Office

Step 3 - Visit the website of the Egyptian Ministry of Justice
Address: Egyptian Ministry of Justice, Annex (Office of Foreign Marriage), 4th Floor, Lazoughly Square, Abdin, Cairo. Open from Saturday to Wednesday from 9 am to 1 pm and from 3 pm to 5 pm / Thursday from 9 am to 1 pm only.
Marriage is to be documented by the Ministry of Justice.
Proof of identity (passport) for both parties, two photocopies of the passport data sheet, Egyptian visa and residence stamp (US citizens who purchased visas at the airport must go to the Immigration Department of the Liberation Complex first floor window No. 1 or get a residence stamp on their passports At no cost before going through the marriage procedure).
Egyptian number (Egyptian passport or national number), and two copies of it
Five personal photos for each party
Social Insurance 50 LE stamp or marriage stamp stamp (purchased at any Egyptian post office)
Two male witnesses with identity documents (passport or ID card) be present to sign the marriage documents.
(Official application) Original proof of completion of a previous marriage if you are married before. No authentication or translation is required.
Prenuptial medical examination at a government hospital is required for both parties. A health certificate is required.
It will take at least 10 working days for the marriage certificate to be issued by the Ministry of Justice. The marriage certificate must be received by one of the parties.
Fees for the completion of marriage in the Ministry of Justice
If both parties are Muslim, the fee is (0.02%) of the dowry if any or fee. 35.00. LE
If both parties are Christians, a dowry is required, and the fee is 35.00LE.
